Oklahoma Medicaid Provider Enrollment and Credentialing: SoonerCare (OHCA), SoonerSelect Plans Through Availity, Novitas Medicare and Railroad Medicare

By Jacob Greenberg

Oklahoma Medicaid provider enrollment, called SoonerCare provider enrollment, is an online application and provider contract filed with the Oklahoma Health Care Authority (OHCA) at ohcaprovider.com, and OHCA says results arrive by email in approximately 15 business days. That contract is not network status. Since April 2024 the SoonerSelect plans have covered the SoonerCare groups enrolled automatically (children, parents, pregnant women and adults 19 to 64), and since July 1, 2025 each provider credentials with those plans through a single Availity application that the plans have 45 days to decide once it is complete.

Updated October 23, 2026. Every timeframe on this page links to the OHCA page, rule, contract or plan document that publishes it, along with the date we read it. Where Oklahoma publishes nothing, we say so. Summaries of rules are not legal advice.

We enroll providers with SoonerCare, the SoonerSelect plans, Novitas and Oklahoma's commercial payers. If you would rather not run it yourself, start credentialing now and get a secure start link within one business hour.

SoonerCare Provider Enrollment With OHCA, Step by Step

OHCA's online enrollment application handles both the enrollment and the provider contract: first-time applicants "complete an enrollment application and sign a provider contract" in one pass. The portal accepts businesses, corporations, facilities, individuals and groups, each under its own contract type.

  1. Create a user account first. OHCA requires the account before any application can be submitted. A provider that already has a SoonerCare Provider ID should not start over; renewals and updates go through the SoonerCare Provider Portal.
  2. Choose the contract type that matches the provider. The document list depends on it: OHCA says the required uploads "will be displayed to you once you begin your application."
  3. Work in sessions if you need to, but watch the 35-day limit. An application can be saved and finished later, but "you will have 35 days from the time of the last save to submit the application. After that, your information will be lost."
  4. Upload the supporting documents the application lists for your type.
  5. Sign the contract and submit. Under OHCA's General Provider Agreement (version 2025.1), the agreement takes effect only when the provider has signed it, OHCA has received and verified the documents, and OHCA accepts it in writing by email. Its term "shall expire as indicated in the Special Provisions for Provider type."

Billing services and credentialing firms work as Enrollment Agents. They can still create new enrollments in the online application, but OHCA routes their renewals and updates through the Provider Portal. Some provider types also get an on-site screening visit; OHCA's provider enrollment page says these may happen unannounced or by appointment for providers no other state or federal agency has already screened.

OHCA Provider Enrollment Phone Number, Email and Application Status

The OHCA provider enrollment phone number is (800) 522-0114, option 5 (Provider Contracts), staffed 8 a.m. to 5 p.m. Monday, Tuesday, Thursday and Friday and 1 to 5 p.m. on Wednesday, according to OHCA's provider enrollment page. The email address is providerenrollment@okhca.org.

To check a submitted application, use the Check Application Status option on the same OHCA page or in the enrollment portal. Keep the Application Tracking Number (ATN) the portal gives you: OHCA's January 2026 town hall answers ask providers whose Medicaid application is tied to SoonerSelect participation to email the ATN to ProviderEnrollment@okhca.org, noting the SoonerSelect connection, so it can be prioritized as staffing allows.

OHCA also makes every contracted provider responsible for keeping its provider file current, including email addresses, phone numbers and locations, because that file is where OHCA sends renewal notices.

How Long SoonerCare Enrollment Takes

OHCA has no statutory enrollment deadline we could find. Its published expectation is on the portal: "You will be notified of the results by e-mail in approximately 15 business days. When in a renewal season, please allow 30-40 business days to process." Those are business days, so a three-week calendar wait is normal and a renewal-season application can run about two months.

Once enrolled, the payment side is contractual. The General Provider Agreement says OHCA pays within 45 days of a clean claim as 42 CFR 447.45(b) defines it, with interest under 62 O.S. 34.72 when it does not. The same agreement imposes deadlines running the other way: notify OHCA in writing within three business days if a license, certification or accreditation is modified, suspended or revoked, and update ownership information within 20 days of a change.

Screening Levels, Fingerprints and the SoonerCare Application Fee

Oklahoma's screening and fee rules are in OAC 317:30-3-19.4, as OHCA posts it:

  • Limited risk: verification of federal and state requirements for the provider type, license verification (out-of-state licenses included) and database checks.
  • Moderate risk: everything above plus pre- and post-enrollment site visits, and the provider must allow unannounced inspections.
  • High risk: everything above plus a fingerprint-based criminal background check of the provider and anyone with a "five percent (5%) or more direct or indirect ownership interest."

A provider moves to high risk automatically for a payment suspension based on a credible allegation of fraud, an existing Medicaid overpayment, an OIG or state Medicaid exclusion in the previous ten years, or applying within six months after a moratorium that blocked it is lifted. For applicants subject to the background check, a felony conviction means denial, certain misdemeanors in the last ten years may, and a criminal-history denial is a final agency decision with no administrative appeal.

The fee. The rule sets the application fee at "the amount established by the Center for Medicare and Medicaid Services," charged only to provider types its appendix lists. Individual physicians and non-physician practitioners are exempt, as are providers that already paid the fee to Medicare or to another state's Medicaid or CHIP program, with documentation. The fee is not refunded if enrollment is denied on screening.

SoonerCare Contract Renewal and Revalidation

Oklahoma frames revalidation largely as contract renewal. Each SoonerCare contract carries an expiration set in the Special Provisions for the provider type, and enrolled providers "can renew their contract online" through the portal. OHCA warns that renewal seasons slow processing to 30 to 40 business days, so a renewal submitted near the deadline is the riskiest kind.

OHCA added a targeted step in 2026. Its program integrity page says that in June 2026 it began revalidating high-risk providers "based on federal guidance and state-specific trends," prioritizing high-risk providers not enrolled in Medicare or another state's Medicaid program and those whose last revalidation was longest ago, a group it puts at fewer than 2.5% of OHCA providers. Answer any revalidation request from OHCA promptly; the provider file email is where it goes.

SoonerSelect: The Managed Care Layer on Top of SoonerCare

SoonerSelect is Oklahoma's Medicaid managed care program. OHCA's provider FAQ guide gives the launch dates as February 1, 2024 for SoonerSelect dental and April 1, 2024 for the medical plans and the Children's Specialty Program. Children, low-income parents, pregnant women and adults 19 to 64 are enrolled automatically; the Children's Specialty Program covers children and youth served by Oklahoma Human Services' Child Welfare Services, including foster care, adoption assistance and juvenile justice involvement. American Indian and Alaska Native members may opt in.

The contracted entities (CEs) named in OHCA's 2026 town hall materials are Aetna Better Health of Oklahoma, Humana Healthy Horizons in Oklahoma and Oklahoma Complete Health for medical care, and DentaQuest and LIBERTY Dental Plan of Oklahoma for dental. OHCA's SoonerSelect FAQ (last modified January 9, 2026) is explicit that providers "must still be contracted with each CE" whose members they see. All the health and Children's Specialty CEs require group contracts for providers billing under one tax ID and group NPI, and since January 1, 2026 they accept a universal roster template.

The legal frame is Oklahoma's Ensuring Access to Medicaid Act. Enrolled House Bill 1657 (effective November 1, 2023) directs OHCA to keep two processes: one for fee-for-service providers and "a single consolidated provider enrollment and credentialing process," under 56 O.S. 4002.4(D) and 42 CFR 438.214, for providers contracting with the CEs.

SoonerSelect Credentialing Through Availity: The 45-Day Rule

Until mid-2025 the SoonerSelect plans accepted active OHCA enrollment in place of full credentialing. That transition ended July 1, 2025. The plans' joint credentialing letter says SoonerSelect "requires providers to be credentialed in accordance with 42 CFR § 438.214, which is a distinct process separate from contracting," and that from July 1, 2025 a single Availity submission "will be sufficient to cover all three health plans."

How it works, from the town hall answers, Oklahoma Complete Health and Aetna Better Health of Oklahoma:

  • One application, your choice of plans. Complete it once in Availity Essentials (the free version is enough) and select one or all three CEs. Adding a plan later means logging back in, attesting the data is current and replacing anything expired.
  • The 45-day clock. The SoonerSelect contract requires CEs to finish contracting and credentialing within 45 days of a completed application "inclusive of all required supporting documentation, including rosters," and a CE may request one 15-day extension subject to OHCA approval. Aetna's FAQ adds that the clock does not start, or pauses, while anything is missing.
  • OHCA comes first, but you can file in parallel. Credentialing "won't be finalized until a Medicaid ID is issued and the provider is on the Provider Master List," so OHCA recommends sending the OHCA application and the CE contracts and credentialing applications at the same time.
  • The effective date is the later of OHCA's enrollment approval and the CE's credentialing approval.
  • Already credentialed elsewhere? A provider credentialed with the same plan for Medicare Advantage, commercial or Marketplace business through CAQH needs no Availity application; the plan issues a credentialing letter and the existing recredentialing date stands. Providers under a delegated credentialing agreement are also outside the Availity process.
  • Recredentialing is every three years, on a CVO recredentialing calendar that follows the individual provider. A change of employer or location needs a roster or TIN update, not full recredentialing.
  • Who else needs it: therapy assistants and registered behavior technicians with a Medicaid ID and a CE contract, and locum tenens working more than 60 days. Each CE publishes a list of specialties that do not require credentialing, but those providers still need an OHCA provider ID and a CE contract.

Aetna Better Health of Oklahoma's FAQ answers the money question directly: claims from providers who have not finished credentialing "will process non-par at 90%." A contract and full credentialing are both needed to be paid in network.

SoonerSelect Dental Credentialing

Dental runs on a different verification organization. OHCA's town hall answers state that "the CVO for SoonerSelect dental is the Council for Affordable Quality Healthcare (CAQH)," while Availity serves the health plans and the Children's Specialty Program. A dentist therefore keeps a complete, attested CAQH profile and contracts with DentaQuest (OKProviders@dentaquest.com) and LIBERTY Dental Plan of Oklahoma (okprinquiries@libertydentalplan.com), the contacts OHCA lists. CAQH asks for re-attestation every 120 days (CAQH quick reference); see CAQH explained.

Medicare in Oklahoma: Novitas Solutions, Jurisdiction H

Oklahoma physicians and groups enroll in Medicare through PECOS, and Novitas Solutions, the Jurisdiction H A/B contractor, processes the file; Jurisdiction H also covers Arkansas, Colorado, Louisiana, Mississippi, New Mexico and Texas. The CMS enrollment contact list gives Novitas provider enrollment as 855-252-8782, Option 4. Oklahoma home health and hospice agencies enroll with Palmetto GBA (855-696-0705), not Novitas.

Novitas does not publish its own processing figures, so the yardstick is CMS's Program Integrity Manual, chapter 10, which applies to every MAC:

How the CMS-855 arrivesNo site visit, development or fingerprintsWith any of them
Online through PECOS95% in 15 calendar days; all in 5095% in 50 calendar days; all in 85
On paper95% in 30 calendar days; all in 6595% in 65 calendar days; all in 100

Medicare will not reach back far for unenrolled visits: 42 CFR 424.521 limits retrospective billing to 30 days before the effective date (90 after a Presidentially declared disaster). OHCA's high-risk revalidation prioritizes providers without Medicare, which is another reason Oklahoma practices should not leave the Novitas file for later. Forms and PECOS steps are on our Medicare provider enrollment page.

Railroad Medicare PTAN for Oklahoma Providers

Part B claims for Railroad Retirement Board beneficiaries go to Palmetto GBA nationwide, so an Oklahoma practice billing Novitas still needs a Railroad Medicare PTAN. According to Palmetto's Railroad Medicare enrollment page (published January 13, 2026), the order is: finish Part B enrollment with Novitas; request the Railroad PTAN through Palmetto's PTAN Lookup and Request Tool, which uses the existing Part B record rather than a new CMS-855; expect it within 30 days, effective on the Part B date; then set up electronic claims with Palmetto separately.

Commercial Plans in Oklahoma: the Uniform Application and CAQH

Outside Medicaid, Oklahoma uses a state uniform credentialing application. 63 O.S. 1-106.2, as amended in 2023, has the State Department of Health develop one application for initial privileges or membership and another for recredentialing at hospitals, managed care organizations and other entities requiring credentials verification, and lets any of them ask for supplemental information. The 2023 amendment carved the SoonerSelect contracted entities out of that requirement, which is why they use Availity instead. Most commercial plans also read CAQH ProView, so a current, attested profile is the practical starting point; the national plans' own steps are on our payer-by-payer credentialing hub. We did not find an Oklahoma statute setting a deadline for commercial credentialing decisions, so none is stated here.

Why Oklahoma Credentialing Applications Stall

Most of the delays we see trace back to information the practice supplied, and Oklahoma's two-layer system makes each one cost twice. The common causes:

  • Treating the OHCA contract as the finish line. Without SoonerSelect contracts and Availity credentialing, plan claims pay out of network.
  • Filing in sequence instead of in parallel. OHCA itself recommends sending the OHCA application and the CE contract and credentialing application together.
  • An incomplete Availity file. The 45-day clock waits for every document and the roster.
  • A saved OHCA application left past 35 days, which deletes it.
  • An out-of-date provider file. Renewal and revalidation notices go to the email OHCA has on record.
  • Unreported changes. License actions are due to OHCA within three business days and ownership changes within 20 days.
  • Mismatched data across the OHCA application, NPPES, the license and CAQH, including old addresses and NPI or TIN combinations that do not match the roster.
  • Lapsed documents or a stale CAQH attestation, which stalls dental and commercial plans at once.
  • No Railroad PTAN when the first railroad retiree arrives.

We prevent most of these by building one file and checking it field by field against OHCA, Availity, PECOS, NPPES, the licensing board and CAQH before submission, then following up with every payer weekly and logging the representative's name, the date and the reference number.

What to Have Ready for an Oklahoma Application

Gather the individual and group NPIs with matching NPPES addresses, the IRS letter or W-9 with the legal name and tax ID, the Oklahoma license and its dates, DEA and state controlled-substance registration where applicable, malpractice coverage, ownership details for anyone at 5% or more, practice locations, the Medicare PTAN or Novitas approval, a completed SoonerSelect roster, a current CAQH profile, and bank details for payment. Our full list and secure upload are on what we need from you to start credentialing.

To see how enrollment, credentialing and contracting differ, read what provider credentialing is. Federal Medicaid rules that apply in every state, with links to each state guide, are on Medicaid provider enrollment. Other states: provider credentialing in Florida and provider credentialing in Kentucky.

Frequently Asked Questions

How do I enroll as a SoonerCare provider?

Use the Oklahoma Health Care Authority's online enrollment application at ohcaprovider.com. Create a user account, choose the contract type for your provider type, upload the documents the application lists for that type, and sign the SoonerCare provider contract online. OHCA emails the result. Providers who already hold a SoonerCare Provider ID work through the SoonerCare Provider Portal instead.

How long does OHCA provider enrollment take?

OHCA's enrollment portal says applicants are notified by email "in approximately 15 business days," and asks providers to allow 30 to 40 business days during a renewal season. A saved but unsubmitted application is deleted 35 days after the last save.

What is the OHCA provider enrollment phone number?

Call (800) 522-0114 and choose option 5 for Provider Contracts. OHCA lists the hours as 8 a.m. to 5 p.m. Monday, Tuesday, Thursday and Friday, and 1 to 5 p.m. Wednesday. The enrollment email address is providerenrollment@okhca.org.

Does a SoonerCare contract make me in network with SoonerSelect plans?

No. OHCA enrollment gives you an Oklahoma Medicaid provider ID; each SoonerSelect plan (Aetna Better Health of Oklahoma, Humana Healthy Horizons in Oklahoma and Oklahoma Complete Health) still needs its own contract, and since July 1, 2025 credentialing for those plans runs through one Availity application. OHCA recommends sending the OHCA application and the plan contracts and credentialing application at the same time.

How long does SoonerSelect credentialing take?

The SoonerSelect contract requires the plans to finish contracting and credentialing within 45 days of a complete application, rosters included, and a plan may ask OHCA for one 15-day extension. The clock does not start while anything is missing, and credentialing cannot be completed until OHCA has issued the Medicaid ID and the provider appears on the Provider Master List.

Do I need CAQH for SoonerCare in Oklahoma?

For the medical plans, no: SoonerSelect health and Children's Specialty Program credentialing uses Availity as its credentialing verification organization, although a provider already credentialed with a plan for Medicare Advantage, commercial or Marketplace business through CAQH needs no new application. For SoonerSelect dental, the CVO is CAQH.

Do physicians pay an application fee to enroll in SoonerCare?

No. Oklahoma rule 317:30-3-19.4 exempts individual physicians and non-physician practitioners from the application fee. Provider types that owe it pay the amount CMS sets each year, unless they already paid it to Medicare or another state's Medicaid or CHIP program and send proof.

How do SoonerCare contract renewals work?

Each SoonerCare contract expires as stated in the Special Provisions for the provider type, and providers renew online through the SoonerCare Provider Portal. Plan for 30 to 40 business days of processing during a renewal season. OHCA also ran a targeted revalidation of high-risk providers in June 2026.

Who is the Medicare contractor for Oklahoma?

Novitas Solutions processes Oklahoma Medicare Part A and Part B enrollment as the Jurisdiction H contractor. File in PECOS; CMS lists the Novitas enrollment line as 855-252-8782, Option 4. Railroad Medicare is separate and handled by Palmetto GBA.
